Prerogatives of the Social Housing Council – HCGI/HACIG

1. Promotion of the Right to Shelter

  • Advocate for access to safe, affordable, and dignified housing as a fundamental human right.
  • Raise awareness on housing rights, targeting vulnerable and marginalized populations (e.g., low-income families, internally displaced persons, orphans, elderly).

2. Research and Needs Assessment

  • Conduct housing needs assessments and studies to identify areas most affected by poor living conditions or housing shortages.
  • Analyze social and economic vulnerabilities linked to inadequate shelter.

3. Development of Social Housing Projects

  • Design and propose innovative low-cost social housing initiatives across urban and rural areas.
  • Support housing reconstruction or resettlement for victims of conflict, natural disasters, or eviction.

4. Policy Advocacy and Legal Engagement

  • Engage with public authorities and institutions to promote pro-poor housing policies.
  • Advocate against forced evictions and support legal reforms for land access and tenure security.

5. Strategic Partnerships and Funding Mobilization

  • Seek partnerships with national and international donors, NGOs, real estate developers, and government agencies to finance and implement low-cost social housing programs.
  • Promote inclusive public-private partnership models for long-term, scalable housing solutions.

6. Technical Support and Capacity Building

  • Provide communities with support in cooperative housing development, construction skills, and administrative follow-up for accessing housing.
  • Offer training and awareness programs on sustainable housing practices.

7. Sustainable and Inclusive Urban Development

  • Ensure housing projects respect environmental standards and promote green, climate-resilient construction.
  • Encourage inclusive design that takes into account gender, disability, and accessibility needs.

8. Communication and Awareness

  • Develop campaigns and communication tools to promote social housing rights.
  • Work closely with the Communication Council to mobilize public opinion and attract support.

9. Monitoring, Evaluation, and Reporting

  • Monitor housing initiatives for quality, legal compliance, and human rights impact.
  • Document progress and share reports with HCGI/HACIG leadership and relevant partners.
